Roughly six years ago, when the government was preparing to step into Cabo Rojo, in Pedernales, with its tourism development project under a public-private alliance, the operation was moving forward without a confirmed strategic partner. The same Cabo Rojo of bauxite, limestone and marble, with that hotel for Senior Staff executives designed back then, looked like one more chapter of the old extractive economy. Today the story reads differently.
The launch of the first phase, the arrival of cruise passengers and the opening of hotels in the area have turned Pedernales into the fastest-growing destination in the country in terms of arrivals in recent years. For industry professionals, the read is direct: public investment, well executed in infrastructure, attracts private capital and multiplies the fiscal effect in provinces that had been off the tourism map for decades. As Suelo Caribe recalls in its analysis, hope in Cabo Rojo held even when no partner was in sight.
Work remains. A consolidated hotel supply, its own air connectivity and a seasonal plan that does not depend only on cruise ships are still pending. Even so, Pedernales is now proof that betting on a new destination can pay off. The opportunity lies in replicating the model with the same patience in other provinces waiting for their turn.
